The paragraph that speaks of going without the additional funding scares me...especially the mentioning of
If that had to happen, it might be enough to make me physically sick!"mothballing" of the Grand Isle hatchery, which is a driving force behind the Lake Champlain trout and salmon restoration.

I think they mean "closing it for good"... by the use of the word "mothballing".
That would hurt IMHO....

"Mothballing" = "Boule à mite" = putting something away.. for a long time.
