With ice trout almost set to open, and my plans to fish new water I went on FW website to see what lakes they stocked with lakers. To my dismay I happened to find that the state had expected to stock almost 200k fish in champlain last year, and only stocked about 60k. I would imagine with the lamprey problem, and the pressure the fishery gets that this will have an impact on the fishery in the future. Any thoughts?

Side note the page also shows that they expected to stock 225k salmon and only stocked 150k, and the fingerling and fry are blank meaning they may not have stocked those at all...

This has come up before. I'm pretty sure it's an error with the way the database works rather than the number of fish stocked.

When they stock on multiple days or with multiple trucks or the like, the number of fish that are stocked are divided into multiple entries but the overall target number for that site gets repeated.

For example:
Main Lake - Grand Isle Ferry
Lake Trout stocking from the 2016 page (actually fall of 2015)
The planned number is 14000
The actual stocked number is
5946 on 11/10/15
5946 on 11/10/15
2744 on 11/16/15
763 on 11/16/15
Total 15399, or slightly more than the target of 14000

Adding up all the lakers stocked in Lake Champlain in recent years, there's actually a slight upward trend:
November 2015 = 61107
November 2014 = 58349
November 2013 = 55635

The lack of a listing for the Huntington River fry stocking is more notable. However, the trap and truck program on the Winooski started back up in the fall of 2015 so they might have scaled back or eliminated that program to see how natural reproduction goes. Or they just might not have updated the database.

Here is the MRCF for 2018 stocking, I assume it is close to the past few years, without looking online. MRCF is the Management Request for Cultured Fish which goes out to the hatcheries a couple years in advance.

The request for Champlain is 48,000 Browns, 58,000 Steelhead, 141,400 salmon yearlings, 57,000 Lake Trout. These are coming out of the Ed Weed FCS, an additional 30,000 fall fingerling salmon and 98,000 salmon fry are coming from the Eisenhower NFH. These numbers could change a bit based on survival at the hatchery, but this is pretty much what has been stocked on the Vermont side for quite some time.
